Budget Analyst

Exempt Level 6 - $69,834 to $88,679 per annum

One (1) Permanent Full-Time Position Position Summary:

Under the direction of the Budget Manager, the Budget Analyst is responsible for overseeing specific operational budgets, special grants and programs and for regular and ad hoc financial reporting and data analysis.Major Responsibilities: Monitor revenue and expenses related to specialized budget portfolios and grants ensuring compliance to transfer payment agreements, the Ministry Technical Paper and Board policies.

Budget development and oversight for specific department budgets and grants; providing training and support to stakeholders, forecasting, monitoring and analyzing variances.

Prepare comprehensive analytics, reports and presentations for budget owners and the Board, analyze financial and non-financial data to support decision making including utilization of grants and determining budget allocations.

Actively participate in budget preparation, internal and external reporting and audit activities, ensuring the timely and accurate completion of Ministry and Board reporting.

Evaluate specific programs and expenditures as well as develop and recommend improvements to budget processes and implement enhancements to meet the needs of the Board.

Review and analyze budget transfer requests, verify coding of transactions and prepare of journal entries ensuring accuracy of financial reporting.

Maintain knowledge of current developments in Ministry reporting, deadlines and requirements.Qualifications and Experience: Professional accounting designation or equivalent

3 to 5 years of related work experienceSkills and Competencies: Advanced level of proficiency using computerized financial systems and Microsoft Office

Excellent communications skills (verbal and written)

Demonstrated customer service and problem-solving skills
